Reasons leading to replacement of President Arif Alvi’s secretary

  • On August 20, 2023, President Arif Alvi raised concerns about two pieces of legislation via X (formerly known as Twitter), wherein he stated that he had not given assent as far as Official Secrets (Amendment) Bill 2023 and the Pakistan Army (Amendment) Bill 2023 are concerned, despite their approval by the Senate and National Assembly of Pakistan.
  • Today, President’s Secretariat has announced the removal of Secretary to President Waqar Ahmed from his charge, stressing that his services are “no more required”. President’s Secretariat has issued directions for the appointment of Ms. Humaira Ahmed, a BPS-22 officer, as the new Secretary to the President of Pakistan Dr. Arif Alvi.
  • In response to the allegations, Former Secretary to the President, Mr. Waqar Ahmed has categorically denied any wrongdoing pertaining to both pieces of legislation in a letter to the Hon’ble President of Pakistan. He categorically mentioned that Official Secrets (Amendment) Bill 2023 and Pakistan Army (Amendment) Act 2023 had been received by the President’s Secretariat and moved to the President’s Office with the stipulated timelines, but President’s Office neither gave his assent nor did he return both acts.
  • The former Secretary to the President of Pakistan also urged the President to initiate an inquiry by the Federal Investigation Agency in order to determine the culprit and fix the responsibility for inconvenience caused to the Hon’ble President.
  • Jumping on the opportunity, Mr. Babar Awan, a renowned Supreme Court lawyer, and a PTI leader has urged Chief Justice of the Supreme Court of Pakistan Mr. Umar Ata Bandial to take suo moto notice of the claim of President Alvi.
